Each agent observes a private signal (correct with probability p) and all previous agents' public choices. They rationally update via Bayes' rule. After enough agents choose the same action, private signals become overwhelmed — a cascade forms and all subsequent agents herd regardless of their private information. Wrong cascades (herding on the incorrect choice) occur even with rational agents.
